Labor shortage at construction project during the pandemic

Abstract

The COVID-19 pandemic has disrupted the labor supply chain in the construction industry, leading to a labor shortage across most projects, especially in large cities. This situation not only delays construction progress, increases costs, and heightens safety risks but also directly affects project management efficiency and labor productivity. This study aims to analyze the causes of labor shortages during the pandemic and propose feasible solutions to maintain the stable operations of construction projects. The research method includes the literature review, pilot surveys with experts, and industry-wide surveys conducted at construction projects. The results show five main groups of causes: individual workers, the economy, disease control, psychology, and construction enterprises. From there, the study proposes three main groups of solutions, including workers, health, and finance. These solutions help improve the resilience of construction enterprises to similar emergencies in the future, contributing to a sustainable construction industry.
