Health, Safety, and Environment (HSE) Management Model at Construction Sites
Abstract
The construction industry is inherently exposed to significant risks related to occupational safety, health, and environmental impacts, which requires the implementation of an effective HSE management system at construction sites. This paper presents a comprehensive HSE management model that emphasizes the clear allocation of roles and responsibilities among project managers, contractors, and workers; the implementation of regular safety training programs; systematic inspections and monitoring; and the application of supporting tools such as the safety card system and risk-reduction talks. The proposed model not only contributes to minimizing workplace accidents and improving workers’ safety awareness but also fosters a professional, sustainable, and legally compliant working environment, while recommending the integration of digital technologies and artificial intelligence into HSE management to enhance monitoring efficiency and risk prevention in the future.
