Responding to Natural Disasters in Vietnam: A Colourful Picture
Abstract
The article reviews the trends of natural disasters in Vietnam over the past few decades and the response strategies from a policy perspective. It primarily focuses on response activities at the local level and highlights their diversity in terms of natural, economic, cultural, and social conditions, as well as the stakeholders’ perceptions of disasters. Through an analysis of six case studies, the article shows that response activities are not only aimed at dealing with natural disasters or adapting to hazards or climate change. Apart from environmental risks, many other drivers and factors influence the choice of livelihood strategies in general and disaster responses in particular. Therefore, the local context must be considered when designing a disaster response plan or project.
