Abstract

This article is the result of a case study conducted in Binh Dai district, Ben Tre province. It aims to describe and analyse the changes in the natural environment and production system that occurred after the construction of Ba Lai Dam in the early 2000s, which was built to combat saline intrusion and store water upstream. The article’s primary focus is to describe the impact of severe drought and saltwater intrusion in 2016 and 2020 and analyse the adaptation strategies of local people and authorities. Based on this, the article identifies the shortcomings in solutions and strategies deployed at both individual and collective levels.
