The Role of Elites in Promoting People’s Disaster Response Capacity in Truong Xuan Commune, Quang Ninh District, Quang Binh Province

Abstract

This article aims to comprehend the Bru-Van Kieu people’s perspective on individuals who are considered elites in their village. Accordingly, the analysis will focus on exploring the specific contributions made by this elite group towards the community, which enables them to have more resources and capacity to reduce damages caused by natural disasters. The findings reveal that the criteria for an individual to be regarded as elite in the Bru-Van Kieu community are distinct from previous studies. The elite group actively promotes economic development, diversifies income sources, and strengthens houses in Truong Xuan commune, Quang Ninh district, Quang Binh province.
