Ethnic Minority Education and Technical Qualifications: Current Status and Some Policy Directions
Abstract
Developing human resources, including of ethnic minorities, is one of the three strategic breakthroughs of Vietnam. In recent years, the work of education and training in ethnic minority and mountainous areas has achieved substantial development, making an essential contribution to promoting socio-economic development and sustainable poverty reduction. However, there is still a gap in education and technical qualifications between the mountainous and lowland areas, between ethnic minorities, and the Kinh. The quality of education, teaching, and learning has not met the requirements. Although gender inequality in education has been improved, it is still slow to be overcome. Children of poor households and children of ethnic minorities need continuous support and care to have equal opportunities in accessing and enjoying the national education system, which contributes to social justice in Vietnam.
