Having enough money but still lacks funding: The phenomenon of even spreading, fragmentation dripping in the management and use of budget sources for poverty reduction in ethnic minority areas

Abstract
Drawing on data from the fieldwork conducted in some provinces in the mountainous areas of the North and the Central of Vietnam from 2016 to 2019, this article analyses the causes of the inadequate budget for hunger and poverty alleviation program in ethnic regions of Vietnam to critique the popular view of hunger alleviation and poverty reduction program presented in policy reports. It thereby pinpoints the roots of government budget inadequacy for hunger and poverty reduction are the distribution and management of this budget that leads to the shortcomings of the program.
