Study of Ethnic policies in the Central Highlands and some concerning issues

Abstract

This article introduce some of the Communist party’s decisions and the government’s policies towards ethnic minority in the Central Highlands of Vietnam since Doi Moi period (1986). Besides, it demonstrates the accomplishment of ethnic policy implementation in infrastructure building, economic, education, medical and health care, human resource, national security. The accomplishments are very significant, especially the hunger alleviation and poverty reduction process and infrastructure building so that the living standards of ethnic peoples have been improved considerably. Along with socio economic accomplishments, some shortcomings issues related to policy implementation are pointed out. For instance, although the annual government budget for ethnic regions has been increased significantly, it hasn’t met the demand of the real situations; improper project design and plan that leads to ineffective outcomes; lack of human resource, especially the staff at the community level and staff who are ethnic minority people
