Some achievements and limitations in attracting and using official development assistance capital in ethnic minority and mountainous areas of Vietnam
Abstract
The article analyzes several achievements and limitations after nearly 30 years of attracting and using official development assistance (ODA) funds in ethnic minority and mountainous areas in our country. Accordingly, ODA-funded programs and projects have helped to improve infrastructure facilities, quality of life and production capacity in ethnic minority and mountainous areas, contribute to supporting poverty reduction and hunger alleviation and environmental pollution control in the project areas. However, the process of attracting and using ODA capital still has certain limitations in terms of institutions, policies, and procedures in project management. Moreover, the infrastructure in the ethnic minority and mountainous areas is still inadequate, the delay in budget disbursement and slow project implementation, the reduction in ODA and foreign concessional loans, etc. have led to the ineffectiveness of some programs and projects. These facts pose a requirement to seek additional capital sources and suitable solutions to improve the effectiveness of programs and projects funded by international support sources in the coming time.
