Land disputes and issues of land tenure and management in two communes of the Dzao people in the North East today.
Abstract
This article examines the conflicts of land tenure and management in two communes of the Dzao people: Mau Son commune in Lang Son province and Tan Dan commune in Quang Ninh province. Research findings show that due to living in mountainous areas, which contain mainly hills, mountains and forests, land conflicts since 1986 when land policies were implemented in the Dzao communities mostly related to producing forest land. This consequence originated from some shortcomings of policies and legislation of land tenure and management in these two communes in the North East ethnic minority region. It brings about the needs for policy and legislative justification in terms of land tenure and management in order to make adjustments to the typical features of socio-economic circumstances of ethnic minority groups in the future.
