Bru-Van Kieu Ethnicity’s Obstacles in Natural Disaster Prevention in the Border Area of Quang Binh Province

Abstract
The article focuses on analysing the main factors considered to be obstacles
to Bru-Van Kieu’s natural disaster prevention in Kim Thuy, a border commune in Quang
Binh province. These factors include financial resources, land, and support policies of local
authorities. Fieldwork results in Mit Cat and Ha Lec villages, Kim Thuy commune show that
the Bru-Van Kieu cannot take effective and sustainable natural disaster prevention measures
because the poverty rate is still very high, the shortage of residential and productive land is
still common, and the support policies they receive are not timely.
