This article points out the characteristics of the urban northeast region during different periods, especially during the innovative period of the China-Vietnam border opening policy (in early 1989). In addition to an administrative urban center - a common characteristic of urban areas in Vietnam, the urban northeast region is characterized as industrial and commercial and has social relations among the “ingenuous” mountain people living in urban areas. During the establishment and development of urban areas in the Northeast, the Vietnamese played a dominant role in many aspects of life, such as population, economy, culture and education. In addition, they adjusted themselves to changes in locale: moving from rural lowlands to the highlands, and then from the rural highlands to urban areas.
