The economic reforms known as Doi Moi, introduced in 1986, have opened up economic opportunities for many and have dramatically improved living conditions in Vietnam. It has been argued, however, that the Doi Moi economic reforms have not benefited women and men equally and have resulted in an increasingly stratified distribution of income. This paper examines the different practices of women and men in resource use and management as well as changes in access to and control over mangrove resources. Finally, this paper examines how the privatization of Northern Vietnam’s communal aquaculture resources has resulted in conflicts between those with nearly exclusive resource access and those who have lost resource access entirely. The findings demonstrate that the promotion of nationalization or privatization, rather than solving problems of resource degradation and overexploitation, has deprived many poor rural households of their livelihoods dependent on access to mangrove resources. Women-led households, women and girls have been the most adversely affected.
