Flexible (Nhu vien) policy for remote areas, according to Hong Duc law under the first stage of the Le dynasty
Abstract
The policy prioritizing ethnic minorities is one of the most important policies, and it had complete penetration into the entire feudal dynasty. This article talks about the nhu vien policy, one of the policies for the ethnic minority areas under the first stage of the Le dynasty. This policy was somewhat effective for the development of the first stage of Le dynasty, contributing to the security of the borders at that time. The nhu vien policy that was implemented in the feudal dynasties in general, and in the first stage of the Le dynasty in particular, gives valuable experience for applying similar policies of the Vietnamese Communist party and Government at the present.
