On empowerment in the management of forest resources and forestland in the ethnic minority areas in the Central Region (through a survey in Hong Ha Commune, A Luoi District, Thua Thien – Hue Province)

Abstract

Although the State has issued a decentralization policy in land and natural resources management, the policy has not yet been well implemented in Hong Ha Commune. The management of forests and forestland has been undertaken mainly by State agencies such as forestry enterprises, Watershed Forest Management Units and commune authorities. For this reason, forest resources have been seriously destroyed. To overcome this situation, the author recommends allocation of forests to ethnic minority communities and villages for management
