Abstract

The article highlights three factors that contribute to the vulnerability of people in Lam Dot commune, A Luoi district, Thua Thien Hue province, when facing natural disasters, especially floods. These factors are poverty, land use and management, and irrigation systems. Although poverty has been mentioned in several previous studies, this article is unique in its contribution to the field of disaster research and response by revealing the link between irrigation systems, land use and management, and the level of natural disaster risks. It is noteworthy that while previous studies have primarily focused on plains, coastal regions, or large cities, this is one of the few studies on disaster response and vulnerability that focuses on ethnic minorities in the border area of the highlands.
