Evaluating the results of the implementation of the policy on development of human resources for ethnic minorities in Vietnam in the 2015-2020 period
Abstract
In the period of 2015 - 2020, the Party and State of Vietnam determined that “the development of human resources in general and human resources of ethnic minorities in particular is one of the three strategic breakthroughs of the country." On that basis, the Government issued a Resolution on promoting human resource development in ethnic minority areas based on 3 pillars of physical strength, spirit power and mental power, with specific goals and solutions. After 5 years of implementation, ethnic minority human resources have improved significantly, many set targets have been completed. In terms of physical fitness, the mortality rate of infants under 1 year old decreased by 22‰. In terms of spirit power, the numbers of ethnic minority students and postgraduate students were higher than the set target. In terms of mental power, nearly 100% of ethnic minorities presently had access to electricity, the percentage of people owning televisions, computers, mobile phones and using the internet showed a dramatic rise, etc. Despite these achievements, there were still a number of goals not yet achieved, including raising the average life expectancy of ethnic minorities close to the national average, reducing the rate of malnutrition, stunting and underweight among ethnic minority children to 29%, aiming for the enrollment of 25% of children from 3 to 36 month old and 75% of children of kindergarten age in preschool educational institutions, etc.
