This article presents the important role of the work of the ethnic minority capacity building at grassroots level in social development. The Vietnamese government recognizes the significance of such the work and therefore it has made various policies relating to the capacity building by training the ethnic minority cadres. The author also assesses the current situation and shortcomings of the ethnic minority capacity building, based on the findings of a study of three different provinces of Vietnam (Dak Lak, Kien Giang and Son La). The findings reveal that 1) the education level and professional skills of the local cadres are inadequate; 2) the proportion of government ethnic minority cadres is less than that of the Kinh. The author provides some recommendations to overcoming these shortcomings as well as how to improve capacity building at the grassroots level.
