This article presents the renovation of institutional policy concerning the management of ethnic groups. The new policy increases the overall effectiveness concerning ethnic minority development and the treatment of the ethnic relations in accordance with the principle of unity, equality, interdependence and assistance. This paper suggests that in order to meet the ongoing expectations of industrialization and modernization, it is necessary to further develop the ethnic group-related policy-making process by: 1) philosophically defining the policy of ethnic groups; 2) developing the database for the policy of ethnic groups; 3) setting up a framework of the development of initiatives and discussions of the policy of ethnic groups; 4) developing different communications to receive and analyze the feedback of the populations to the ethnic policy-making agency; 5) surveying and measuring the public responses before promulgating the policy of ethnic groups; and 6) resolving and promulgating the policy.
