Socio-Economic Development of Ethnic Minorities in Mountainous Area of Quang Binh, Quang Tri and Thua Thien- Hue Provinces in Doi Moi (1986-2005)
Abstract
Twenty years after the implementation of Doi Moi, there are many programs and projects which have been carried out for ethnic minorities groups in the mountainous areas of the above provinces, for instance: The Settled Agriculture and Living Program, 327 Project, Supporting the Ethnic Minorities in Particular Difficult Condition Program, Building the Centre of Base Commune Program, 135 Program. Thanks to these programs and projects, the living conditions of ethnic minorities have improved, especially in agriculture, forestry, and social services. As a result, the poverty rate has been considerably reduced. The author proposes recommendations relevant to sustainable agriculture development, craft industry and service development, education and health care as well as the enhancement of the capacity of cadres, particularly at the village and commune level.
