This article shows the impacts of changing the management mechanisms in the suburbs of Hanoi by converting suburban communes into precincts by means of rapid and simultaneous transformation of land use purposes. This leads to profound changes in infrastructure, economic structures, administrative mechanisms, social relations and also has influence on lifestyles, the preservation of traditional cultural heritage and the arrangement of cultural activities. Based on fieldwork data from Tinh Quang village (Giang Bien commune, Gia Lam district, which was converted into a precinct of Long Bien district at the end of 2003), the article points out that the preservation of the logical and positive aspects of tradition plays an important role in stabilizing and developing the community in the face of the negative impacts of urbanization. Additionally, the author suggests some recommendations in order to preserve and develop traditional cultural values (both material and immaterial) in urbanized villages.
