The administrative system in the period under Chinese domination in Vietnam was a management tool for the Qin and Han emperors. It was established in the early days of the intersection between the two civilizations of the Yellow and the Red Rivers. However, before the Chinese feudalists imposed a Qin-Han style administrative system, the Lac Viet people had their own socio-political regime. Under the social framework imposed by Chinese domination, the local population managed to preserve “their traditional social space”. Thus they did not lose their cultural identity, but they did assimilate some elements of the Qin-Han administrative system
