The article raises some issues relating to the real situation of socio-economic development in ethnic minority areas in Vietnam. To better manage ethnic minority issues, the author stresses the need to effectively manage development in those areas, giving first priority to eradicating poverty and dealing with related problems. The author contends that to eliminate poverty, it is necessary to step up several measures, such as the allocation of land and forests to farmers; the granting of credit to the poor; the construction of rural infrastructure; the development of agricultural services; the promotion of settlement and sedentary farming; and the development of education and healthcare
