Abstract

During his lifetime, President Ho Chi Minh always paid attention to and cared for the work of Party building, especially grassroots Party organizations. He affirmed: “Party cells are the roots of the Party among the masses. If the Party cell is good, all Party policies will be well implemented and all work will progress continuously. On the contrary, if the Party cell is bad, work will not go smoothly”(1). His instructions on building grassroots Party organizations still have value and continue to enlighten and guide the work of Party building and rectification today.
