Abstract

To promote the role of the Vietnam People’s Army in participating in socio-economic development in border, sea and island areas, it is necessary to synchronously implement a system of solutions from propaganda and education, raising awareness and responsibility of organizations and forces to innovating and perfecting mechanisms and policies; improving the quality and effectiveness of activities; innovating content and form; and enhancing overall strength.
