CIVILIZED URBAN DEVELOPMENT FROM THE PERSPECTIVE OF SUSTAINABLE DEVELOPMENT IN XUAN LA WARD

Abstract

Building a civilized urban environment is a comprehensive process that seeks to harmonize economic
development, social progress, environmental protection, and cultural preservation. From a sustainable
development perspective, this article systematizes the legal framework and national criteria for “civilized urban
wards,” while analyzing the case of Xuan La Ward (Tay Ho District, Hanoi) across four key components꞉ (1)
urban planning, construction, and infrastructure management; (2) building cultural families and
neighborhoods; (3) promoting cultural–sporting life and civilized behaviors; and (4) compliance with Party
guidelines, State laws, and local regulations. Findings highlight significant achievements in urban
embellishment, maintaining cultural titles, and organizing community activities. However, challenges persist
regarding sidewalk encroachment, noise pollution, limited civic awareness, and the weak deterrence of
sanctions. The article proposes a set of policy, communication, community co‑governance, and digital
transformation measures to improve the effectiveness of building civilized urban wards, contributing to Hanoi's
vision of becoming a green, smart, and livable city.
