ASSESSING THE IMPACT OF THE TWO‑TIER GOVERNMENT MODEL ON TOURISM RESOURCE DEVELOPMENT IN HO CHI MINH CITY
Abstract
This study aims to assess the impact of the two‑tier local government model on the development of tourism
resources in Ho Chi Minh City within the context of public administration reform and administrative apparatus
restructuring in 2025. The primary objective is to clarify how this model influences organizational operations,
human resources, finance, technical and technological infrastructure, and the diversification of tourism
products and services. The findings indicate that the two‑tier government model has a positive impact, with
technical and technological infrastructure identified as the central and most influential factor. Other elements
also play important roles in developing tourism resources, although certain challenges remain to be addressed.
This research provides a scientific basis for improving tourism development policies, enhancing human
resource training, promoting product innovation, and advancing technology adoption. It also opens up
directions for future research on digital transformation and community participation in sustainable tourism
development
