CHALLENGES IN LABOR MARKET REINTEGRATION FOR WORKERS LEAVING THE VIETNAMESE PUBLIC SECTOR AFTER DOWNSIZING

Abstract
This study investigates the factors influencing the labor market reintegration of workers leaving the public
sector due to workforce downsizing. Using a mixed‑methods approach and survey data from 313 valid cases,
the research highlights the significant roles of a positive psychological outlook, adaptability, and social
networks in successful career transitions. Conversely, gaps in professional skills and foreign language
proficiency, limited policy support, and social stigma emerge as major obstacles. The findings indicate the need
to strengthen retraining programs, improve support policies, and foster collaboration among stakeholders to
ensure smoother and more sustainable career transitions for affected workers
