SHAPING UNIVERSITY COMPETENCIES IN TRAINING HUMAN RESOURCES FOR THE CULTURAL AND CREATIVE INDUSTRIES꞉ FROM INTERNATIONAL ASSESSMENT FRAMEWORKS TO IMPLICATIONS FOR VIETNAM
Abstract
This article analyzes the strategic role of higher education in developing human resources for the Cultural and
Creative Industries (CCI), a sector increasingly regarded as a driver of sustainable growth and social
innovation. Drawing on international theoretical frameworks and global best practices, the study proposes an
evaluative competency framework comprising three core dimensions꞉ (i) interdisciplinary integration and
curricular innovation; (ii) effective engagement with the creative ecosystem; and (iii) the cultivation of creative
thinking and an entrepreneurial mindset among students. The paper also examines the current state of CCI
oriented training in Vietnamese universities, identifying major challenges related to curriculum structure,
pedagogy, faculty capacity, infrastructure, and industry linkages. Based on these findings, it offers policy
implications for restructuring Vietnam's higher education system toward a more open, adaptive, and
innovation‑driven model aligned with the demands of the creative economy in the digital era.
