The great victory in the spring of 1975 brought Vietnam's history to a new page, the country connected one tournament, the North and the South reunited as one. The whole country went up to socialism. Although the country still has
many difficulties after the war, in the process of leading the cultural and artistic fields, the Party has often paid attention to theoretical activities, through which to direct practical works. All the points of building culture are expressed in the
documents of the 4th and 5th National Deputies of the Party; Along with the correct and timely guidelines and the direction of the Ministry of Culture and Information, although the first few years are still awkward, passive and difficult, it
has developed in the right directions, relatively comprehensive achievements and development in the period of 10 years before Doi moi.
