by
units.
This
article
 studies
the
management
activities
of
the
Center
for
 Culture,
Information,
and
Sports
in
Luc
Ngan
 district,
Bac
Giang
Province
by
direct
and
indirect
 management
entities.
By
observing
and
accessing
 the
system
of
state
management
documents,
the
 author
has
synthesized
several
issues
in
the
 coordination
mechanism
between
these
subjects
to
 serve
as
a
basis
for
proposing
better
management
 measures
during
this
