Viewpoints of Ho Chi Minh City Party Committee and Government on the role of the political system, cadres, civil servants and public employees in implementing Resolution 98/2023/QH15

Abstract

Resolution No.98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City is a crucial policy that creates the basis and motivation to promote the City’s potentiality, strengths and resources. The core content and legal value of Resolution No.98/2023/QH15 is further decentralization of power so that the political system, cadres, civil servants and public employees have favorable conditions to promote their positions, roles in the process of implementing given responsibilities and tasks. The Party Committee and Government of Ho Chi Minh City have affirmed their views on the paramount position and role of the political system, the contingent of cadres, civil servants and public employees of the City in the process of implementing Resolution No.98/2023/QH15. The City Party Committee and Government state that the political system, cadres, civil servants and public employees are the most important factors in organizing the effective implementation of Resolution No.98/2023/QH15.
