Abstract
Ho Chi Minh City has always determined that the work of building a contingent of leadership and management cadres is to implement the resolutions of the Central
Party Committee and to meet the practical demands of Ho Chi Minh City. In order to fulfil these requirements, the Party Committees at all levels, especially the top leaders, must dedicate themselves to taking care of the cadre work, especially young cadres, in planning, appointing dedicated personnels who are valiant, proactive, creative, and audacious so as to implement new missions, proposing feasible and synchronous guidelines, solutions, and policies in the process of their task-performance. Also the City has policies of attracting elites and of adequate remuneration and builds a positive working environment in order to protect cadres and help them feel secure in their work, learning, training and contributions.
