Assessment of digital transformation in the field of urban management in Ho Chi Minh City

Abstract

Digital transformation, an inevitable global trend, reshapes the way people work,
communicate and interact in all fields. In Vietnam, digital transformation is one of the
important development trends, contributing to boosting economic growth, enhancing
competitiveness and improving the quality of life, especially in metropolises like Ho Chi
Minh City. This study assesses digital transformation in the field of urban management
of the City based on the set of digital transformation assessment indexes of Ho Chi Minh
City, including digital transformation assessment of district-level People’s Committees
and digital transformation assessment of departments in charge of urban management (Department of Natural Resources and Environment, Department of Planning and Architecture, Department of Construction, and Department of Transport) in the last two
years (2023 and 2024). The results of this assessment serve as the basis for proposing
solutions to promoting digital transformation in the field of urban management in Ho
Chi Minh City in the context of moving towards a two-level government nationwide.
