Digital capacity of civil servants of ward-level People’s committees in Tan Binh district, Ho Chi Minh City
Abstract
To develop a digital government, civil servants must have requisite digital capacity.
The objective of this study is to evaluate the validity of using the European Digital
Competence Framework (DigComp) for measurement; to assess the current state of
digital capacity among civil servants at the ward-level People’s Committees in Tân Bình
District, Ho Chi Minh City (HCMC); and to analyze the relationship between digital
capacity and their personal factors. The survey was conducted at the ward-level People’s
Committees in Tân Bình District, HCMC. The primary research tool used was SPSS.
The research findings confirm the validity of using the DigComp Framework to measure
the digital capacity of civil servants working at the ward-level People’s Committees in
Tân Bình District, HCMC. The general proficiency level of surveyed civil servants falls
between basic and intermediate, close to the intermediate level. Additionally, differences
in digital capacity were observed among civil servants based on seniority. Therefore, it
is necessary for civil servants to have intensive training in order to enhance their digital
capacity, especially in the areas of “Digital Content Creation”, “Safety”, and “ProblemSolving”. Furthermore, to reduce disparities in digital capacity among different seniority groups, additional training should be provided to civil servants with over 10 years of
experience, specifically in “Digital Content Creation” and “Problem-Solving.”
