Developing high-quality human resources–an important growth drive for promoting socio-economic development of Quang Nam province

Abstract

We approached this study from the perspective of considering all factors, elements, and well-implemented solutions contributing to economic growth as growth drivers. To achieve the research objective of developing high-quality human resources, we conducted both qualitative and quantitative research by discussing directly or by phone with experts on the shortcomings and limitations of developing high-quality human resources in the locality through a questionnaire using a quantitative survey form on a 5-level Likert scale. Through the analysis of secondary data collected from reliable data sources, it is shown that human resources in general, and high-quality human resources
in particular, have affected the socio-economic development of Quang Nam province in the period 2011-2022, and will continue to have a decisive impact on socio-economic development in the coming time. On that basis, the study proposes solutions to develop high-quality human resources to meet the socio-economic development goals in Quang
Nam province from now to 2030, with a vision to 2050.
