Innovating the policy implementation mechanisms for local journalism human resources in Hanoi
Abstract
Local journalism in Hanoi is undergoing a transformative, sector-wide restructuring driven by digital transformation. This is no longer a matter of choice, but a mandatory requirement shaped by the National Strategy for Journalism Digital Transformation to 2025, with a Vision to 2030. The strategy sets a target that 90% of press agencies will apply artificial intelligence and data platforms by 2030, which implies that existing human resource models and management mechanisms have become obsolete. Local pressagencies in Hanoi are constrained by a fundamental contradiction: they are required to operate like technology enterprises-flexible, creative, and data-driven, yet their human resources continue to be governed as administrative bodies, characterised by rigidity, procedural compliance, and seniority-based management.This article adopts a breakthrough approach by focusing on three inseparable pillars: (1) standardising job positions under a new model; (2) diversifying recruitment modalities; and (3) reforming financial mechanisms and remuneration policies. Only throughthe simultaneous implementation of all three pillars can local journalism in Hanoi attract talent and successfully accomplish its mission of digital transformation.
