Promoting the ‘government - university - enterprise’ linkage model in training and supplying human resources in Vietnam today
Abstract
In the context of industrialization, modernization, and the knowledge-based economy, the development of high-quality human resources has become a central task for Vietnam. This paper focuses on analyzing the “Government -Academia -Business” linkage modelin human resource training and supply, considering it a key solution to strengthen the connection between policy, education, and the practical needs of the labor market. By clarifying the concept and roles of each stakeholder, the paper assesses the current implementation of this model in Vietnam, highlighting positive outcomes such as the expansion of cooperation between educational institutions and enterprises, while also identifying existing limitations in coordination mechanisms, incentive policies, and partnership capacity. Accordingly, several recommendations are proposed to improve the model, including strengthening the legal framework, promoting public–private partnerships in vocational training, and developing an integrated information system to align labor supply and demand. The research results contribute to policy orientation for human resource development to meet the requirements of the digital economy and sustainable development.
