Developing human resources in ethnic minority and mountainous areas to meet the requirements of national digital transformation
Abstract
In the context of digital transformation becoming an inevitable trend, Vietnam identifies human development as the center, the goal, and the driving force of building a digital economy, a digital society, and a digital government. However, disparities in technological access, skills, and development conditions across regions - particularly in ethnic minority and mountainous areas - pose an urgent need for comprehensive and inclusive human resource development. The article clarifies the theoretical foundations for human resource development in ethnic minority and mountainous areas in response to the requirements of the national digital transformation; assesses the current situation of human resource development in this region; and, on that basis, proposes feasible solutions to develop high-quality human resources in ethnic minority and mountainous areas to meet the demands of digital transformation. Developing human resources in ethnic minority and mountainous areas not only helps narrow development gaps and strengthen national solidarity but also ensures that no one is left behind in the process of digital transformation and the country’s sustainable development.
