Opportunities and challenges for the University of Transport Technology as a network of Center of Excellence in training human resources for intelligent transportation
Abstract
In the context of the Fourth Industrial Revolution and digital transformation reshaping every aspect of socio-economic life, the development of Intelligent Transportation Systems (ITS) has become an objective requirement for building a modern and sustainable infrastructure. As a key technical training institution, the University of Transport Technology (UTT) currently has strategic opportunities to further its pioneering role in supplying high-quality human resources while also assumingthe responsibility of coordinating a network of ITS excellence training centers.This paper focuses on analyzing the favorable prerequisites outlined in the national digital transformation policy system, the need to modernize transportation infrastructure and develop smart cities, and strategic cooperation opportunities amonguniversities, businesses, and international organizations. Simultaneously, the study identifies both internal and external barriers,including the need to innovate in training programs, improve faculty qualifications, invest in infrastructure, and adapt to the rapid pace of technological change. Based on the identification of these elements, the author proposes key solutions to enhance universities' leading role in the specialized training network. In particular, the paper introduces a tripartite linkage model: "University -Center of Excellence -Business" as a sustainable strategy to promote the smart transportation ecosystem in Vietnam
