Developing smart universities towards human resource provision in the new era: core challenges and strategic recommendations

Abstract

The Fourth Industrial Revolution is reshaping every aspect of social life, compelling higher education toward an inevitable transformation. In this context, establishing a Smart University model has emerged as a core strategy for nations to maintain their competitive advantage in human capital. In Vietnam, to realize the strategic breakthroughs envisioned in Resolution No. 57-NQ/TW (December 22, 2024) and Resolution No. 71-NQ/TW (August 22, 2025) of the Politburo, transitioning to the Smart University model is an inherent requirement for the national education system. This paper focuses on analyzing the reciprocal relationship between the Smart University architecture and the human resource supply chain in the new era. By integrating multiple research methodologies, the article identifies current core bottlenecks and proposes a set of breakthrough solutions aimed at optimizing the synergy between academia and industry through shared data platforms and flexible digital governance models.
