University autonomy and digital transformation: Prerequisites for developing high-quality human resources
Abstract
In the context of globalization and the internationalization of social life, university autonomy has become an inevitable requirement for improving the quality and effectiveness of the higher education system. This article analyzes the institutional framework of university autonomy in relation to digital transformation, thereby fostering a flexible, innovative training environment aligned with labor market demands. Based on an examination of current institutional and policy challenges and limitations, thearticle affirms that university autonomy and digital transformation are prerequisite conditions for training high-quality human resources at universities to meet market needs. It also proposes and recommends several key solutions to effectively coordinateuniversity autonomy, as a necessary condition, and digital transformation, as a sufficient condition, in enhancing the effectiveness of education in Vietnamese universities today.
