Abstract

The establishment of an International Financial Centre in Vietnam represents a strategic policy orientation aimed at enhancing the country’s position in the global financial value chain and attracting high-quality investment flows. A fundamental prerequisite for ensuring the stable, transparent, and efficient operation of the International Financial Centre is the existence of a professional and effective judicial mechanism. Within this framework, the Specialized Court plays a pivotal role in resolving financial, commercial, and international investment disputes. This article examines the necessity of human resource development for the Specialized Court and identifies the standards and competencies required of judges, court clerks, and judicial officers in the context of deepening international integration. Building on this analysis, this article proposes key training priorities, strategic orientations, and practical solutions aimed at developing a highly qualified workforce for the Specialized Court, equippedwith strong professional expertise, sound adjudicative skills, and a comprehensive understanding of international law and practices. Strengthening such capacity is essential to improving the quality of adjudication, reinforcing investor confidence, and advancing the sustainable development of the International Financial Centre in Vietnam.
