Determinants and emerging requirents for scientific and technological human resources in the current context

Abstract

Scientific and technological (S&T) human resources constitute a vital asset for national development. In both global and Vietnamese contexts, S&T serves as a core driver for economic growth, enhancing productivity and national competitiveness. For Vietnam,this workforce is a decisive factor in the success of industrialization, modernization, digital transformation, and international integration. These individuals are highly qualified, professionally trained experts capable of advancing S&T, mastering advanced technologies, and effectively applying them to build a knowledge-based economy that adapts to dynamic global shifts. The emerging context imposes new requirements for the development of this specialized workforce; regardless of technological sophistication, human agency remains the ultimate factor in its effective utilization. Therefore, it is imperative to intensify S&T research, while enhancing the training, recruitment, and strategic utilization of human resources in this field.
