Refining the legal and policy framework for training and utilizing high-quality human resources
Abstract
Against the backdrop of Vietnam’s transition into a new phase of development, driven by the aspiration to become a developed, high-income nation by 2045, high-quality human resources have been identified as the decisive factor in realizing this strategic objective. This new era, characterized by the vigorous proliferation of the Fourth Industrial Revolution, digital transformation, and profound globalization, demands the formation of a workforce that is not only professionally robust but also possesses strong creative capacity, innovative thinking, and flexible adaptability to rapid fluctuations. Given this imperative, to effectively train, attract, and utilize high-quality human resources, Vietnam must continue to refine its legal and policy frameworks toward synchronization and transparency, thereby fostering an enabling environment that meets the socio-economic development requirements of this new stage.
