Abstract

Practicing thrift and waste prevention are among the key national objectives, in which the efficient management and utilization of public welfare facilities play a significant role. Through a combination of synthesis and legal analysis, this article provides an overview of the current legal provisions governing thrift practice and waste prevention in the context of managing and utilizing public welfare facilities. It also identifies limitations and inconsistencies within the legal framework and its practical implementation, thereby proposing recommendations for legal reform and improved practice in this area.
