Abstract
In a context where formerly incarcerated individuals continue to face significant barriers to employment and sustainable livelihoods, examining international experiences in entrepreneurship support to derive relevant policy implications for Vietnam is essential. Utilizing literature review and policy comparison methods, this study finds that successful global models employ an integrated approach, combining in-prison business training with transitional support and post-release mentorship. By contrasting these findings with the domestic context, the research identifies existing policy gaps and proposes directions for refining the legal framework, innovating vocational training, and establishing multi-stakeholder support networks.
