A Retrospective on Vietnam’s Foreign Strategy in Response to U.S. Tariff Policies During Donald Trump’s First Presidential Term
Abstract
This article analyzes Vietnam’s foreign strategy in response to U.S. tariff policies during Donald Trump’s first presidential term and evaluates its role in fostering Vietnam’s deeper
participation in global value chains. The study employs qualitative analysis combined with secondary data from the 2017–2023 period. Research findings indicate that the impacts of U.S. tariff policies have presented both opportunities and challenges for Vietnam. In this context, the foreign strategy has contributed to helping Vietnam maintain a balance in relations with major partners, expand international economic integration, attract FDI, and gradually improve its position in global value chains. The article also proposes several policy implications aimed at enhancing Vietnam’s adaptive capacity and standing amidst global economic restructuring.
