Performance of State-Owned Telecommunications and ICT Enterprises in Driving National Digital Transformation in Vietnam: Current Status and Policy Implications

Abstract

Resolution No. 79-NQ/TW (2026) of the Politburo identifies state-owned economic groups in the fields of electronics, telecommunications, and digital infrastructure as pioneers
tasked with spearheading the national digital transformation. Based on this orientation, this paper analyzes the operational efficiency of state-owned telecommunications and information technology (IT) corporations across four dimensions: business performance, R&D capabilities, digital infrastructure deployment, and digital ecosystem leadership. The analytical results indicate that while these corporations have achieved significant milestones in infrastructure development and technological mastery, substantial gaps remain concerning capital efficiency, governance capacity, and the mastery of core technologies. Consequently, the article proposes three main groups of policy implications aimed at strengthening the leading role of these corporations in the national digital transformation strategy through 2030.
