Public Sector Governance: International Experience for Vietnam

Abstract

This paper systematizes the theoretical basis of public sector innovation, digital government, GovTech, digital public infrastructure (DPI), and AI governance in the public sector. The author provides an overview of the experiences of several leading countries such as Denmark, Estonia, Singapore, South Korea, Finland, and other OECD economies, drawing key lessons for Vietnam. The study clearly demonstrates the strategic vision for digital government linked to national development goals, the importance of DPI, and high-quality data. The author recommends the need to redesign the governance model in the public sector in conjunction with human resource and cultural development.
